NIOS was started as a project with in-built flexibilities by the Central Board of Secondary Education (CBSE) in 1979. In 1986, the National Policy on Education suggested strengthening of Open School System for extending open learning facilities in a phased manner at secondary level all over the country as an independent system with its own curriculum and examination leading to certification.  Hence, the open school  was established in 1989 for the promotion and development of secondary education in the country.

Its purpose and duties are to provide pre-elementary education through Open and Distance Learning (ODL) mode to school drop-outs and those missing Upper Primary stage of education and to attain Universalisation of Elementary Education. And to provide continuing education for adult neo-literates, working men and women to reinforce their functional literacy and not to allow them to relapse into illiteracy.

National Institute of Open Schooling  conducts the Secondary, i.e. Class 10 and Senior Secondary, i.e. Class 12 examinations every year
